Tomotake Horimatsu is Deputy Director of the Digital Investigations Division at the Japan Fair Trade Commission (JFTC). In the Division, he handles the enforcement of Mobile Software Competition Act. He has nine years’ experience in the JFTC: previously, in the Coordination Division, he engaged in several advocacy activities, in addition to the ATI review in international aviation, such as conducting competition policy consultation for ride-hailing and market studies on EV charging service, and drafting Green Guidelines; international cooperation in the International Affairs Division, drafting bill to revise the Antimonopoly Act (AMA) in Planning Office, AMA enforcement in the Investigation Unit for International Cases, and so on. He received an MBA from Warwick Business School, European Master in Law and Economics from Erasmus University Rotterdam, Ghent University and Aix-Marseille Universite, and an LLB from the University of Tokyo.
