He conducts comparative studies on international health systems and reimbursement and pricing procedures for innovative therapies at the IGES Institut in Berlin.

His focus is on health innovations, for example, advanced therapies, combinations of drugs and medical devices, digital health applications and orphan drugs.

Tilo studied law at the University of Cologne and Vanderbilt University and received his PhD in pharmaceutical law from the Philipps-University of Marburg. Before joining the IGES Institut, he headed the Export Initiative for the Health Care Industry of the Federal Republic of Germany. Prior to that, he was a lawyer focusing on pharmaceutical law in Munich.
