Tilo is an expert in comparative studies on international healthcare systems and the framework conditions for innovation, reimbursement, and pricing for innovative therapies.

His focus is on healthcare innovations, such as biopharmaceuticals, digital health applications, and orphan drugs.

Tilo studied law at the University of Cologne and Vanderbilt University and earned his PhD in pharmaceutical law from Philipps University in Marburg. Before joining IGES Pharma, he headed the German Federal Government's export initiative for the healthcare industry. Prior to that, he worked as a lawyer specializing in pharmaceutical law in Munich.
