Profile

David has been a serving operational firefighter for 27 years prior to which he completed 3 years in the Armed Forces (Army Air Corps). In his final role as a Borough Commander, he was responsible for the delivery of Prevention, Protection and Response activities supporting a population of over 100,000 people and representing the Fire & Rescue Service within strategic and operational partnerships.

In addition, he represented the Chief Fire Officers Association on the Counter Terrorism Marine Advisory Group.

David has also been part of an operational offshore firefighting & rescue team since 1996 and attended/commanded a number of incidents at sea. In 2011 he was seconded to the Maritime & Coastguard Agency (MCA) and held responsibility for the management of the UK Maritime Incident Response Group (MIRG) where he led the UK FRS response to fire, rescue and chemical release incidents at sea as well as supporting/advising the Secretary of State’s Representative (SOSREP). Within this role he was a key stakeholder in the development of an EU INTERREG Project to develop an interoperable marine firefighting capability within the European Union including responsibility for the planning and delivery of a large scale international exercise across four partner states.

Since 2013, he has led the implementation of a new governance framework for supporting Fire & Rescue Service operations in the maritime domain by establishing the Fire & Rescue Marine Response workstream within the Chief Fire Officers Association (CFOA).
