Monica Garcia Aguilar is a Policy Officer at the Directorate-General for Health & Food Safety of the European Commission. For three years she led the decision-making process to update the Regulation on labelling of plant protection products, which is in force since June 2026. She works on the implementation and harmonisation of risk mitigation measures for pesticides, and together with colleagues she drafted the Compendium of conditions of use to reduce exposure and risk from plant protection products – a European Guidance on conditions of use, including precision application, which can be used during the risk assessment/management of active substances and products. She also manages the decision-making procedure for chemical and micro-organisms active substances as well as other horizontal activities related to the implementation of the Reg. (EC) No 1107/2009, in particular on aspects related with the environmental risks of pesticides. Prior to joining the Commission, she worked as a researcher in a Horizon 2020 project on the uptake of innovative spraying equipment in Europe. She also worked in the Stockholm Environmental Institute contributing to research projects on water and waste management governance in Colombia and Bolivia. She holds a Double Degree Masters Programme in Environmental Sciences in Europe from the University of Copenhagen and the Swedish University of Agricultural Sciences and a Degree in from the Polytechnic University of Madrid.
