Pavel Glukhov is a Partner at EU Focus Group. With more than 15 years of senior experience in EU regulations and advocacy, Pavel advises leading clients across Europe and Asia on industrial, chemical, agriculture, health, and technology legislation, with particular focus on REACH, CLP, 1107/2009, biocides etc. He has built trusted, high-level relationships across EU institutions and Member State capitals, delivering regulatory insight that translates directly into business outcomes, supported by an MBA from INSEAD.

Alongside leading client engagements at EU Focus Group, Pavel actively develops partnerships with business schools and executive education providers, reinforcing the firm’s thought leadership and market reach.

With a distinctive educational background spanning politics, business, and law, Pavel offers clients a rigorous analytical perspective on the interaction between EU policymaking, immediate business impacts, and short- and long-term corporate strategy.

Pavel holds an MBA from INSEAD, a Master’s degree in Political and Administrative Studies from the College of Europe, and a degree in European Law from MGIMO University. He is fluent in English, French, German, and Russian, with a strong working knowledge of Latvian.
