Frank Dahan is a senior executive with nearly three decades of experience shaping global strategic sourcing, fuel, and supply chain strategies within the marine transportation sector. He currently leads Global Strategic Sourcing and Fuel Strategy at The CSL Group Inc., a multinational shipping company headquartered in Montreal, Canada, where he is responsible for enterprise-level sourcing strategy across critical spend categories, including marine fuels—the industry’s largest cost base.

His mandate extends beyond procurement execution to include supplier governance, contract architecture, enterprise risk management, digital procurement transformation, and strategic capital allocation, with a focus on aligning sourcing decisions to long-term corporate performance, regulatory compliance, and sustainability objectives.

Recognized globally as a thought leader in maritime energy transition, Frank has played a central role in advancing the adoption of low-carbon and alternative fuels in shipping. Since 2019, he has spearheaded the largest B100 biofuel trials in the maritime sector, initiatives that have directly influenced the evolution of ISO 8217:2024 fuel standards and informed regulatory and policy discussions with Transport Canada, the U.S. Coast Guard, the International Maritime Organization (IMO), and other international stakeholders.

In parallel, he serves as Chair of the IBIA Americas Regional Board, contributing at a governance level to industry alignment, regulatory dialogue, and the strategic positioning of the bunker and marine energy ecosystem across the Americas. In this role, he actively engages with shipowners, suppliers, regulators, and policymakers to address the practical and systemic challenges of decarbonization in hard-to-abate maritime sectors.

Known for his strategic clarity and pragmatic leadership style, Frank brings a balanced perspective to the decarbonization debate—bridging policy ambition with operational feasibility, and helping the industry chart credible, scalable pathways toward a low-carbon future.
