Rob is President of Capital Project Management, Inc., a 50-person construction consulting firm made up of engineers and accountants with offices in New York, Pennsylvania, Washington DC, Toronto, and Dubai. His experience includes five years on-site at the World Trade Center construction project in New York, where his responsibilities included review of schedule delay and disruption claims on behalf of the owner. In total, he has evaluated over $7 billion in construction claims. Rob is the co-author of Construction Schedule Delays, a comprehensive 1,200-page book on schedule delay and disruption, published by Thomson Reuters and updated annually. He has also written or co-written over 30 publications, and given over 100 lectures on construction, scheduling, and claims at industry events and academic institutions. He has testified over 30 times as an expert in court and arbitration, and his publications have been cited in numerous court decisions and legal treatises.
Rob is a faculty member of Federal Publications Seminars, past-President of the American Society of Civil Engineers (ASCE) Construction Institute, a fellow of ASCE, an editorial board member on the ASCE Journal of Legal Affairs and Dispute Resolution in Engineering and Construction, a fellow of, and past-Chancellor of Fellows of the PM College of Scheduling, and an officer of the International Construction Projects Committee of the International Bar Association. Rob serves as chair of the industry standard committee on Schedule Delay Analysis ASCE 67-17, and as vice-chair of the industry standard committee for Identifying, Quantifying, and Proving Loss of Productivity ASCE 71-21. He is also a licensed Professional Engineer in four US states, and a Chartered Engineer in the United Kingdom. He holds a Bachelor of Science in Civil Engineering from Cornell University and a Master of Engineering in Civil Engineering from Cornell University.
