Profile

Dr Totis Kotsonis is a competition partner and the head of the State aid practice at the international law firm Pinsent Masons. In addition to EU State aid rules, Totis advises clients on the WTO Agreement on Subsidies and Countervailing Measures as well as anti-subsidy arrangements under bilateral trade treaties.

Totis has been recognised by legal directories for his “magisterial expertise” and “stellar reputation” for his work in relation to State aid regulation. He has given State aid advice in the context of major transport, construction and renewable energy projects, across the EU, including the largest wind energy project in the UK, the construction and operation of the first renewable energy project in Cyprus and the privatisation of regional Greek airports. His clients include national Governments, as well as transport, energy and construction companies. Totis advises on both compliance and contentious matters, including in relation to litigation in national courts and the Court of Justice of the EU.

Since 2016, Totis has been speaking and writing regularly on Brexit developments, including in relation to State aid regulation in the UK post-Brexit, in the light of the Ireland/Northern Ireland Protocol to the Withdrawal Agreement, and in relation to a possible domestic anti-subsidy regime.

He has a PhD from the London School of Economics and qualified as a solicitor in 2003 at Norton Rose Fulbright where he worked for 13 years.
