Eric Cloutier is a Partner - Group Head of Banking Regulations at Forvis Mazars, and Head of the Global Financial Services Regulatory Centre (FS RegCentre), the firm’s centre of expertise for regulations.
With over 23 years of experience, Eric advised regulators, supranational institutions, banks, and investors worldwide on a broad range of recovery and resolution topics. His expertise spans a wide array of regulatory topics, from advising financial institutions and investors, to supporting governments and multilateral development banks in policy-making and with comprehensive banking sector reforms. He has also advised or been an expert panel member for several EU and international institutions, and various national competent authorities.
Since 2021, Eric has been a member of the European Commission (EC) Advisory Panel on Non-Performing Loans (NPLs). Eric is also Senior Adviser to the EBRD since 2015, under the European Banks Coordination (“Vienna”) Initiative - a framework for safeguarding the financial stability of emerging Europe.
Other notable experiences include advising the EBA with developing the European NPL data templates for banks and investors (new EU standard), advising the Central Bank of Cyprus during the 2013 banking crisis (systemic restructuring), contributing to the initial setup and asset transfer of the Spanish Asset Management Company SAREB (EUR 107 billion GBV of real estate loans and assets), and advising the Ukrainian Deposit Guarantee Fund (i.e. the country’s resolution entity) to enhance its operations (with 94 banks under its control at the time).
