Frederique Dahan

Frederique Dahan is Director of the Development and Public Finance programme at ODI. Her research interests include blended finance and private sector mobilisation, local currency lending and borrowing, and sovereign debt restructuring.

Prior to joining ODI, she spent two decades at the European Bank for Reconstruction and Development, working first on policy engagements in the financial sector (with a focus on law, regulation and institutions) and subsequently in the Financial Institutions Banking Department, where she led the blended finance programmes and engaged with donors such as the EU, SIDA, and the US Treasury.

She has published several articles on financial law reform in emerging markets and has edited two books (Secured Transactions Reform and Access to Credit, with John Simpson, 2008, Elgar; and Research Handbook on Secured Financing in Commercial Transactions, 2015, Elgar).

Frederique holds a Ph.D. in Comparative Law from the University of Paris Pantheon- Sorbonne and is a qualified lawyer in France.

She is a member of the following: the International Advisory Board of the Queen Mary-UNIDROIT Institute of Transnational Commercial Law, established by UNIDROIT and the Centre for Commercial Law Studies at Queen Mary University of London (since 2023); the Advisory Board of the Centre for Business Research, University of Cambridge (since 2017); and the International Academy of Commercial and Consumer Law (since 2005).

She also acted as an Impact Assessor in the Research Excellence Framework (REF) 2014 led by the Higher Education Funding Council for England (HEFC) and was a Visiting Professor at University College London (2006-2010) and Guest Lecturer at the London School of Economics (2012-2014).
