Michael Kolber, a partner at Manatt, Phelps & Phillips, LLP, advises pharmaceutical manufacturers on public policy, regulatory and legal matters relating to coverage, access, and reimbursement, including the drug price regulation, manufacturer cost-sharing assistance, and pharmacy benefit manger reform. Prior to Manatt, he was an attorney in the U.S. Department of Health and Human Services, Office of the General Counsel. He represents the Global Colon Cancer Association in its lawsuit challenging the constitutionality of the Medicare drug price negotiation provision, and has authored white papers including, “Patient Impact of the Inflation Reduction Act,” and “Anti-Obesity Medications as Medicare Part D Drugs: Legal and Health Policy Rationales.”
