Mike Futrell has been Riverside’s City Manager since January, 2023, bringing extensive leadership experience in local, state, and federal government, the military, and private industry. He previously served nearly nine years as City Manager of South San Francisco, where he guided the city to its first AAA credit rating and helped grow it into the “Biotechnology Capital of the World.” He also served as Chief Administrative Officer of Baton Rouge, Louisiana, managing 4,600 employees and a $3 billion budget, and is a former elected member of the Louisiana House of Representatives and former senior staff member in the United States Senate. Mike is also a retired U.S. Navy Captain with 26 years of service.
In the private sector, Futrell was Executive Vice President of a public utility company in Hawaii and practiced corporate law for over a decade. He holds an undergraduate and law degree from Louisiana State University, an MBA from the University of Massachusetts-Amherst, and is a Ph.D. scholar at UC Merced in the School of Engineering. He is also a graduate of leadership programs at Stanford, Harvard, and Pepperdine Universities, and is an ICMA Certified City Manager.
