Hugh is a consultant old age psychiatrist at Oxford Health NHS FT and also a member of the Law Faculty at the University of Oxford. He trained in psychiatry in the Oxford region and has worked there for most of his professional life as a clinician. He carried out research into degeneration in the serotonergic system of the brain at Oxford (UK), Johns Hopkins (US) and Karolinska Institute (Sweden), leading to a DM research degree. Until 2014 he was an Honorary Senior Clinical Lecturer in the Department of Psychiatry at Oxford and Chair of the SE Division of the Royal College of Psychiatrists. He has an LLM in medical law, is a member of the First Tier Tribunal (Mental health), and is trained as an expert witness. He divides his time between clinical work in the NHS, sitting on mental health tribunals, and providing expert medico-legal reports for a variety of courts. He also teaches and writes, mostly about mental capacity and related medico-legal issues.
