Jennifer Garver is Assistant General Counsel at PhRMA, focusing on, among other things, Medicare Part B and the 340B Program. Before joining PhRMA in April 2025, she was the Deputy Associate General Counsel for Program Review in the Centers for Medicare & Medicaid Services (CMS) Division, Office of the General Counsel, U.S. Department of Health and Human Services (HHS). She previously was an associate in the Health Care Group at Ropes & Gray, LLP. She is a graduate of the University of North Carolina at Chapel Hill and Boston College Law School.
