Kristian Stout is director of innovation policy at the International Center for Law & Economics (ICLE), where his work addresses competition, intellectual-property, and pharmaceutical-pricing policy, with a focus on how law & economics informs regulatory design. He has written extensively on proposed federal most-favored-nation (MFN) pricing for prescription drugs, including the ICLE report Don't Import the Distortion: Why MFN Drug Pricing Would Weaken U.S. Innovation (2026), which examines the economics of pharmaceutical price controls, the empirical link between expected U.S. revenues and global drug development, and the administered-price mechanisms of the Inflation Reduction Act. He also authored ICLE's comments to the U.S. Trade Representative on international pharmaceutical-pricing disparities, as well as analyses of foreign reference pricing for Medicaid drug purchasing and of efforts to use Bayh-Dole march-in rights to impose price controls on federally funded drug patents. His broader portfolio spans telecommunications and artificial-intelligence policy.

Before entering legal practice, Stout worked in technology and academia. He was a lecturer in the computer-science department at Rutgers University and earlier served as chief technology officer of SendAFrame.com and as a web developer at Enterprise Solution Providers.

Stout has held several public-service and professional appointments. He served on the Federal Communications Commission's Broadband Deployment Advisory Committee, sat on the board of the New Jersey Leadership Program, and chaired the Asset Forfeiture Working Group of the New Jersey State Advisory Committee to the U.S. Commission on Civil Rights.

He earned a J.D., cum laude, from Rutgers University School of Law and a bachelor's from Rutgers University.
