In his 20 years with OEI, Ed has worked on over 20 evaluation reports that focused on prescription drug pricing, reimbursement, and rebate policies under Medicare and Medicaid. As a result of other evaluations conducted by Ed, Congress enacted legislative changes to the Medicaid drug rebate program that increased the amount of Medicaid rebates collected by States and CMS. Most recently, Ed’s work has been the impetus for CMS to lower reimbursement amounts for certain Part B-covered drugs. Ed has a bachelor’s and a master’s degree in political science from Villanova University.
