Roger Matthews leads Dentons’ UK International Trade practice and advises multinational businesses on financial and trade sanctions, export controls and wider cross-border regulatory risk. His practice spans sanctions compliance and strategy, licensing, regulatory engagement and investigations, with particular experience helping businesses navigate the interaction between UK, EU and US requirements.

Roger brings a distinctive regulator-side perspective, having previously worked on sanctions and trade policy at the European Commission, in HM Treasury’s sanctions and financial regulatory teams, and at the Bank of England. He regularly advises international businesses on the practical implications of divergent sanctions regimes, including global sanctions compliance programmes, Russia-related restrictions and the impact of US secondary sanctions.

Roger is ranked Band 1 for Sanctions by Chambers UK 2026 and is recognised as a Leading Partner for trade, customs and sanctions by Legal 500 UK 2027.
