Dr. Raul Villamarin Rodriguez is a cognitive scientist, AI systems theorist, and institutional leader whose work examines a critical modern paradox: as artificial intelligence grows more capable, human intelligence and rational decision-making risk systematic erosion. His research asks a foundational question across political economy, AI, and complex systems—how can intelligence and rationality be mathematically modeled, preserved, and enhanced before institutions lose the capacity for either? Dr. Villamarin develops computational models of rationality that predict political, organizational, and market behavior, extending selectorate theory into formal mathematical frameworks.
In parallel, he formulated Universal Failure Theory, which explains why complex socio-technical systems collapse in recurrent, predictable patterns across domains. His work treats elections, markets, and large-scale infrastructures as structurally equivalent problems in strategic behavior under uncertainty. His applied systems have been deployed globally, including Behavioral GPS™, which predicts human behavior with over 85% accuracy across multiple municipalities; UHIS, reducing diagnostic error rates across healthcare institutions; IAMS, increasing airspace capacity while lowering cognitive load for air traffic controllers; N-PACE, deployed in over 340 institutions; and pioneering necrobotics research exploring biomaterial intelligence for medical applications.
Dr. Raul has authored over 70 peer-reviewed publications and 20 books spanning cognitive science, decision theory, political economy, and AI systems. He has spoken at leading global platforms including Web Summit, World Summit AI (Editorial Board), South Summit, ML Conference Singapore, LEAP, and forums linked to Davos 2026, as well as academic institutions such as NYU, Wharton, and universities across Europe and Latin America.
