Profile

Mouloud Khelif is a policy and strategy advisor, executive, consultant, and lecturerwith over 30 years of international exposure, spanning multiple industries and continents across public, private, government, and non-profit sectors.

Khelif has extensive, multidisciplinary experience as an entrepreneur, researcher, mentor, coach, and seminar leader, working with diverse audiences around the world. He has led workshops on digital strategy and innovation policy for various ecosystems. Khelif has advised private- and public-sector organizations on sustainable strategies and technology policies to drive growth in the knowledge economy.

More recently, he was a policy analyst and research team leader with the Centre for AI and Digital Policies (CAIDP), a member of the United Nations’ Policy Network on Artificial Intelligence (PNAI), an instructor for The Internet Society, and a tech policy contributor to the Geneva Internet Platform - Digital Watch Observatory.

In January 2024, Khelif was selected by the United Nations Secretary General’s Office of the Special Envoy on Technology (OSET) to join the UNDP-Digital working group to co-design a Safe and effective Digital Public Infrastructure (SafeDPI.)

Over the past years, he has contributed to the Algerian tech startup ecosystem in various capacities. Khelif is an active member of the organizing team for the annual African Startup Conference. In January 2024, he was appointed by the Algerian Minister of Knowledge Economy, Startups, and Micro-enterprises to the Scientific and Technical Council (CST) of Algeria Venture (the nation-wide startup and innovation ecosystem accelerator, public sector entity under the supervision of the ministry). In January 2025, he was elected as President of the CST and, as such, joined Algeria Venture’s board of directors.

Khelif holds a Master of Engineering from Ecole Nationale de l’Aviation Civile (ENAC, Toulouse), a Master of Science from Institut Polytechnique (Toulouse), an MBA in Strategy and Finance from HEC Montreal (Canada), and an Executive Master of Advanced Studies in International Negotiation and Policymaking from the Geneva Graduate Institute (Switzerland).

He completed an Advanced Diploma in Digital Governance (Tech Policy and Diplomacy) from DiploFoundation and an Executive Certificate in Sustainable (SDG) Investing from the Geneva Graduate Institute. Khelif is also a certified trainer for the International Labor Organization (ILO) SYIB Entrepreneurship program
