Liviu Morariu is the CEO and co-founder of PensionMandate, a London-based business intelligence platform focused on institutional investor activity and the way limited partners allocate capital and select investment managers. He is also a board director of Congress Bookers and an alumnus of the London School of Economics.

Founded in London in 2011, PensionMandate was created to address a persistent gap in institutional markets: the lack of timely, actionable intelligence on allocator behaviour before opportunities become formal RFPs. Under Liviu’s leadership, the platform has evolved into a mandate-intelligence solution designed to help investment management firms identify, prioritise, and pursue institutional mandates earlier and more effectively.

PensionMandate combines deep, analyst-led research with automation to track the real-world behaviour of pension funds, endowments, foundations, insurers, and sovereign investors. The platform converts this activity into practical sales and strategy intelligence, covering upcoming and live manager searches, allocation shifts and mandate intent, consultant-led and direct mandates, as well as fund launches, re-tenders, and replacement signals.

Today, PensionMandate offers global coverage across all asset classes, regions, and investor domiciles, with its strongest presence in North America, Western Europe, and Asia-Pacific. More than 200 investment firms use the platform—via subscription or pay-per-view access—to shorten sales cycles, focus resources on higher-probability opportunities, and reduce reliance on reactive, consultant-driven RFP processes.
