Pierre-Alexandre Balland studies how AI and other transformative technologies are reshaping the economy, industry, and geopolitics - and works to turn that research into policy, investment strategy, and startups. He is Chief Data Scientist at CEPS and a Visiting Professor at Harvard Growth Lab. He was recently named among Clarivate’s 2025 Highly Cited Researchers, placing him in the top 1% most-cited scientists worldwide. He is also the co-founder and director of AI World and advises the European Commission and several governments on AI, industrial policy, and innovation strategy. In 2025, he co-founded General Robotics to build smart actuators for the emerging humanoid robotics supply chain. Previously, he co-founded Argos Strategy Group, a firm developing AI and data-driven solutions for governments and large institutions. His work focuses on the intersection of technological sovereignty, private capital, industrial strategy, and the future of economic competitiveness.
