Profile

Heleen Joman has over 30 years’ experience in international taxation. Heleen is a client relationship manager and tax inspector in the Large Business division of the Netherlands Tax Administration (NTA) as from 2008. She is the first contact point for several so-called Top 100 profit organisations (the 100 largest and most complex organizations in the Netherlands, such as multinationals and listed companies (AEX) and other large businesses. She is responsible for developing and implementing individual customer management and specializes in Cooperative Compliance (Horizontal Monitoring) and Tax Control Frameworks.

She has been active on behalf of the NTA in various OECD/FTA large business projects, among others the Report OECD Co-operative Compliance: A framework. From Enhanced Relationship to Co-operative compliance (July 2013) and the Report OECD Co-operative Tax Compliance, Building Better Tax Control Framework (May 2016). She has further been involved in the International Compliance Assurance Program (ICAP) pilot.

Before joining the NTA she worked at the Big4 for 15 years in the international corporate tax practice and in Tax Assurance / Tax Management and Accounting Services (TMAS). During the years 2000 and 2021 she worked in Boston (US).

She holds a civil law degree and a tax law degree from the University of Groningen (NL). She has a post-graduate degree Tax Assurance at Nyenrode Business University (2006/2007) and a Post-graduate degree at Erasmus university “European Tax Studies” (1997). She published a paper: 'Symmetry in information by analysing profit taxes. Utopia?’ (Nyenrode TaxAssurance Essays, Verkenningen van een nieuw vakgebied deel 1 juni 2007) and article 'Tax as a driver of shareholder value' (special International Tax Review Tax Management in companies published in cooperation with PwC, Tax Reference Library no 29 2006).
