Martin Wright is a senior policy official at HM Revenue & Customs, working in the Strategy and Policy directorate on UK and international business tax. He is a lead for HMRC’s Pillar Two implementation, with responsibility for translating the OECD Global Minimum Tax into UK legislation, guidance and operational delivery. His work spans design and implementation of the IIR, UTPR and Domestic Top‑up Tax, development of the GloBE Information Return, including XML schema and validation rules, and is responsible for the close coordination between policy, the rest of HMRC and international partners to address technical and operational implementation challenges.
