Craig Whelan is Deputy Director of the Competition Enforcement and Mergers division at the CCPC. Craig oversees the CCPC’s newly established Digital Markets unit which focuses on abuse of dominance and vertical restriction cases in digital markets and also manages the CCPC’s activities under the Digital Markets Act as they relate to competition enforcement. Craig developed and managed the CCPC’s policy positions during the DMA legislative process which included engagement with Department of Enterprise, Trade and Employment and the European Commission, and in the preparation of DMA implementing legislation in Ireland. Craig was also involved in the transposition of the ECN+ directive in Ireland by way of the Competition (Amendment) Act 2022 and the development of CCPC policies and procedures resulting from that Act, including fining guidelines and settlement procedure.
