Rachel Ross is Senior Regulatory Counsel, Associate General Counsel, and Vice President at the Consumer Bankers Association (CBA). At CBA Rachel focuses on a variety of legal and regulatory issues, including open and closed-end consumer credit, fair lending, credit reporting, and laws prohibiting unfair, deceptive or abusive acts or practices. She manages CBA’s Auto Finance, Fair and Responsible Banking, Home Equity, and Risk Committees.

Prior to joining CBA, Rachel was an attorney in the financial services group of a top international law firm where she advised banks, financial technology companies, and other non-bank entities on a range of transactional and regulatory matters relating to banking and consumer financial protection law. Rachel has experience with the “alphabet soup” of consumer credit statutes and regulations, including the Equal Credit Opportunity Act (ECOA), the Electronic Fund Transfer Act (EFTA), the Fair Credit Reporting Act (FCRA), Real Estate Settlement Procedures Act (RESPA), and the Truth in Lending Act (TILA), as well as other federal and state statutes and regulations.

Rachel also worked for a decade at the Consumer Financial Protection Bureau (CFPB) in a variety of roles including as an attorney-advisor in the Office of Regulations. As an attorney-advisor, Rachel assisted in the development, drafting, and implementation of proposed and final rules related to consumer financial protection laws. She also provided guidance to help industry professionals and consumers understand and comply with CFPB regulations.

Rachel received her Juris Doctor from The George Washington University Law School and a Bachelor of Arts in Political Science and History from Boston University. Rachel is a member of the District of Columbia Bar and the Maryland State Bar Association.
