Profile

Anthony has a technical background in marine and maritime science and management, having worked on the boundary between science and policy, both as an academic and a practitioner. Having initially studied at the Institute of Offshore Engineering, Heriot-Watt University he had a career in higher education, prior to forming his own company, working to deliver ‘science into policy and practice’ outcomes in relation to a range of blue economy issues.

A large focus of his work has been with regards to the management of anthropogenic impacts in the environment, quantifying and characterising risks, as well as identifying and developing a range of interventions and mitigation strategies. This has also involved a considerable focus on developing partnerships, networks and engagement within the marine and maritime sector. For example, as a representative of the Advisory Committee on the Protection of the Sea (ACOPS), he has participated in the International Maritime Organization’s Marine Environmental Protection Committee, whilst in the UK, he has held roles as Chair of the Hamble Estuary Partnership (2011-2018) and Advisor to the UK Coastal Partnership Network. Anthony is now Chair of the Clyde Marine Planning Partnership (CMPP) which has delegated functions to develop and deliver a statutory Marine Plan for the Clyde Region, Scotland.

Anthony has worked on a range of collaborative international maritime projects including the EU funded Thematic Network on Maritime Education, Training and Mobility of Seafarers (METNET), which developed course material aimed at enhancing environmental protection; the ECOPORT project which developed an environmental assessment and management tool for port operating companies; and led the EU funded ‘Port Energy and Carbon Savings’ (PECS) project, and Coastal Zone Intensive Programme (COZIP). He also has considerable project evaluation experience, having carried out evaluations on behalf of a range of stakeholders including into the effectiveness of the Wadden Sea Particularly Sensitive Sea Area designation on behalf of the Common Wadden Sea Secretariat, as well as work on behalf of the International Association of Maritime Universities; UK Local Authorities; and, the UK Natural Environment Research Council (NERC) amongst others.

Anthony is a Director of the company Evolved Research and Consulting Ltd. and a Visiting Professor at the University of Southampton.
