Phil joined the Seamen’s Church Institute as Director of Mariner Advocacy in November 2020, following a 30-year career in the United States Coast Guard. His career included serving as Staff Judge Advocate (senior legal counsel) for Coast Guard District 8 and, prior to that, Captain of the Port of New Orleans, as well as a member of the United States delegation to the International Maritime Organization (IMO). Phil is a graduate of the United States Coast Guard Academy, the College of William & Mary Law School, and the Eisenhower School for National Security and Resource Strategy. He currently serves as an advisor on various committees of the United States delegation to the IMO and as head of the International Christian Maritime Organization’s delegation to the International Labor Organization.
