Elfian, as the Regional Manager for Southeast Asia and India at INTERTANKO, oversees the organisation's activities and membership in Southeast Asia, India, New Zealand, and Australia. He also manages INTERTANKO's Asia office and serves as the Secretary of the Asian Regional Panel.
As the Regional Manager, Elfian works closely with governments and maritime administrations on various issues impacting shipping and the maritime industry. He also works closely with maritime enforcement agencies to address maritime security-related concerns.
In his role as the Environment Manager, Elfian is part of the secretariat team that supports INTERTANKO’s Environmental Committee, focusing on issues related to water emissions. Additionally, he supports the INTERTANKO’s Bunker Sub-Committee.
Elfian represents INTERTANKO and is the lead negotiator in discussions at the International Maritime Organization (IMO) concerning ballast water, ship recycling and marine plastic litter. Together with INTERTANKO’s environmental secretariat team, he also focuses on biofouling and port reception facilities among others.
Elfian joined INTERTANKO in 2018 after a decade with the Maritime and Port Authority of Singapore (MPA), Elfian led the team regulating Singapore’s bunkering industry as the Assistant Director of MPA’s Bunker Services Department. During his tenure with the MPA, the use of the Mass Flow Metering (MFM) system for bunker deliveries was mandated and the licensing scheme for bunker surveying companies was introduced.
Currently, Elfian is a member of Singapore’s National Technical Committee for Bunkering (Ambient Liquid Fuels), Singapore Maritime Institute’s Technology Advisory Panel, the Korean Register Southeast Asia Committee, and DNV Environmental Working Group.
