Owen Palmiotti joined IRI in May 2014 as Seafarers’ Training & Examinations Coordinator and was promoted to Seafarers’ Manning & Training Manager in 2017. In January 2019, Mr. Palmiotti was promoted to Vice President, Seafarers’ Documentation, a role in which he is actively involved in reviewing and evaluating safety and manning requirements, training programs, and qualifications for seafarers serving aboard vessels flying the Republic of the Marshall Islands (RMI) flag. Mr. Palmiotti is a member of the RMI delegation at the International Maritime Organization (IMO) and participates in the Human Element, Training, and Watchkeeping (HTW) sub-committee to help assure the safety and security of seafarers around the world.Mr. Palmiotti earned his degree in Marine Transportation, with minors in International Business and Naval Science from the State University of New York Maritime College (SUNY Maritime College). He also graduated with a Certificate of Competency as Third Mate as well as a commission in the United States Navy Reserve as a Strategic Sealift Officer. Soon after graduation, Mr. Palmiotti sailed as a Deck Officer with the Military Sealift Command. From 2009 to 2014, he also taught at SUNY Maritime College on topics such as the International Convention for the Standards of Training, Certification, and Watchkeeping for Seafarers (STCW), nautical science, and navigation while earning his Master of Science in International Trade Management.
