Ruulke Bagijn is a transatlantic business builder and finance leader with a distinctive perspective at the intersection of private markets, geopolitics, and policy. With senior leadership experience spanning the U.S. and Europe, she brings insight into how macro forces—from AI and energy to infrastructure and defense—shape economies, portfolios, and investment strategies.

As Global Head of Carlyle AlpInvest, overseeing over $102B of AUM within Carlyle's $465B platform, Ruulke leads more than 275 professionals across five global offices driving investment activity in primary fund commitments, co-investments, secondaries, and portfolio financings. She serves on the AlpInvest Global Investment Committee, influencing decisions on behalf of more than 700 investors globally. Under her leadership, AlpInvest has concentrated on its largest and most scalable opportunities, doubling revenues since 2022 and quadrupling profitability, including expanding into global private wealth distribution.

Previously Co-CIO at PGGM co-managing a €200 billion portfolio, Ruulke has negotiated complex cross-border transactions and built strong relationships with global pension funds, sovereign wealth funds, insurers, and family offices. She has also held senior positions at AXA Investment Managers - Real Assets in Paris and ABN AMRO in London.

Rooted in The Netherlands and operating globally from New York since 2019, Ruulke is committed to advancing European competitiveness. She was an inaugural member of the Milken Institute's Center for Inclusive Capitalism and founding chair of Level 20 Netherlands. Outside work, she enjoys skiing and gardening, and makes regular trips to Amsterdam for performances by the Royal Concertgebouw Orchestra.
