Mohammed is the Founder and General Partner of Outliers, an operator-led fund focused on backing outlier founders at the earliest stages in the MENA region, particularly in the GCC and Egypt. Before founding Outliers, Mohammed held leadership roles in both the public and private sectors, where he played pivotal roles in driving national digital transformation, leading multi-billion dollar national initiatives, and prioritizing technology investment strategies. His leadership journey includes serving as Deputy Minister at the Ministry of Communications and Information Technology, where he oversaw key developmental projects, and as Chief Information Security Officer at the National Digitization Unit, where he enhanced the country's cybersecurity infrastructure. He also led digital transformation efforts at the Ministry of Justice, contributing to the modernization of governmental operations.
With exceptional business acumen and a strong background in cybersecurity, Mohammed has worked as a security engineer at Google and Mozilla and founded TSI, a cybersecurity company in the MENA region, which was later acquired. He is also a Kauffman Fellow and holds a Ph.D. in Computer Science from Purdue University, where he focused on the intersection of Cybersecurity and Cognitive Psychology.
