Dave Kautter leads RSM’s advisory tax services. He is responsible for the strategic direction and operations of the firm’s federal, international and state and local tax advisory tax services. In addition, Dave contributes to national and global tax policy efforts, including thought leadership, webcasts, and strategic opportunities for business development. Kautter served at the U.S. Department of the Treasury as its assistant secretary for tax policy from 2017 to 2021. He served as acting commissioner of the Internal Revenue Service from 2017 to 2018, making him the only person ever to serve simultaneously as the Treasury Department’s assistant secretary for tax policy and the acting commissioner of the IRS. He was the senior official in the federal government responsible for the implementation of the Tax Cuts and Jobs Act of 2017. Kautter also served as a senior advisor to Treasury Secretary Steven Mnuchin on tax policies in response to the coronavirus pandemic and was the senior government official charged with implementing tax provisions of the Families First Coronavirus Relief Act (FFCRA) and the Coronavirus Aid, Relief and Economic Security (CARES) Act, including issuance of the first two rounds of economic impact payments.
