With over 30 years of experience in Latin American and international tax matters, Lionel is the Vice-President of Latin America Tax at Dell Technologies, where he has led the team since 2006, managing over 60 professionals across 14 jurisdictions.
His responsibilities encompass tax planning, compliance, litigation, and incentive negotiation. Lionel is also the past President of the Tax Executives Latin America Chapter from 2015 – 2025 and is the incoming Secretary for TEI International serving as an Officer.
His prior career includes leadership roles at BDO Seidman, LLP and Grant Thornton LLP. Fluent in English, Portuguese, and Spanish, he is a frequent speaker at international conferences and has published numerous articles, including a BNA Bloomberg Portfolio on Transfer Pricing for Brazil and a co-coordinated book on tax management in the digital era.
Lionel is also an Adjunct Professor at Texas A&M Law School and Coordinator of the International Tax Management Program – an initiative between two leading law schools in South America and TEI Latin American Chapter. Lionel holds an M.B.A. and two LL.M. degrees from the University of Miami and the Pontifical University of São Paulo, in addition to his J.D. from the same Brazilian university.
