Jolene Mercer, an Anishinaabe Ikwe born and raised in Treaty One territory and a member of the Peguis First Nation, is a prominent leader and advocate with over 20 years of experience in working with First Nations communities. As the Executive Director for Treaty One Nations, Jolene has played a crucial role in advancing social innovation and fostering community development. Jolene’s leadership was instrumental in the successful negotiation of the Gaawijijigemangit Agreement (Municipal Development Services Agreement) with the City of Winnipeg, and in the conversion of Naawi Oodena (former Kapyong Barracks) to reserve land.
Jolene’s extensive experience spans governance, health, social innovation, employment, training, and strategic planning. Her deep commitment to these areas reflects her dedication to supporting and empowering First Nations communities. She has been a transformative force in various capacities, leveraging her expertise to drive meaningful change.
She earned her education from the University of Manitoba, Red River College, and the Coady International Institute at St. Francis Xavier University. Jolene's academic background complements her practical experience, equipping her with a robust understanding of both the theoretical and practical aspects of community leadership and development.
In addition to her role with Treaty One Nations, Jolene is a co-founder and current Chair of Wiijii’idiwag Ikwewag, an organization dedicated to supporting women and families throughout pregnancy, birth, and beyond. Her passion for revitalizing Anishinaabe values and ways of being is evident in her work, as she integrates the teachings of her Knowledge Keepers and Grandmothers to empower and uplift her community.
Jolene continues to work on the governance and administration of Naawi Oodena.
