Profile

Carlos Alberto Fernández López is a Forestry Engineer (Universidad Politécnica de Madrid, UPM), Master on Pollution and Environmental Defense (UPM) and a Specialist in Energy & Environment (UPM-IEE). Working for IDAE since 1997, he has been in charge of bioenergy issues until being appointed Head of Biofuels Department in 2007. After IDAE's Board of Directors decided to eliminate the Biofuels Department in December 2015, he has been appointed to coordination posts within the Institute, ending up in 2023 as Head of the Policy, Strategy and Planning Department. Since February 2025 he is the Head of Bioenergy and Waste Department.

He has played an active role in the implementation of a biofuels obligation in Spain and in the negotiation and transposition of FQD and RED, especially regarding sustainability issues, and as a national expert during the debate of the ILUC Directive in the European Council. Currently, he is a member of the Coordination Group of the Spanish Bioenergy Technology Platform (Bioplat) and national contact point at the Concerted Action for the Renewable Energy Directive.

Carlos Alberto has also carried out an intense international activity supporting IDAE's Renewable Energy Directorate, which has taken him to the IPCC WGIII meetings on SRREN (Abu Dhabi, 2011) and AR5 (Berlin, 2014), the setting up of IRENA or the process for developing renewables in Malaysia, just to mention a few. Furthermore, he has taken part as a speaker in several national and international congresses and seminars.
