Zoe has two decades’ experience in international climate change and development policy and programming for the UK government, spanning climate finance, international negotiations and decarbonisation policy. She currently leads the Green Finance & Capability team within DESNZ’s International Net Zero Directorate, overseeing international work on green finance, carbon markets and building capability to accelerate decarbonisation.

Former roles include oversight of the DESNZ’s £3bn portfolio of International Climate Finance Programmes and Co-Chair of the Climate Investment Funds (CIF) board.
