Hugh Clark is the Executive Director of the Housing Development Office at the City of Toronto, appointed in July 2025. A licensed architect and accomplished city-builder; Hugh brings over 20 years of experience at the intersection of architecture, real estate development, and public policy.

Before joining the City, Hugh served as Chief Development Officer at TAS, a purpose-driven developer focused on impact-led, ground-up projects. He also held the role of Executive Vice President of Development at Allied Properties REIT, where he oversaw the development of landmark buildings across Toronto.

Hugh began his career at an award-winning architectural firm in Toronto and has practiced in both Ontario and Massachusetts. He holds degrees from the University of Toronto and Harvard University.

Throughout his career, Hugh has led some of Canada’s most complex and transformative development initiatives. His leadership now supports the City’s efforts to advance equitable, sustainable, and community-focused housing solutions across Toronto.
