Sabino Czar Cloma Manglicmot II is President of the Philippine Association of Maritime Institutions (PAMI), the oldest and largest association of maritime higher education institutions in the Philippines. Founded in 1969, PAMI represents 75 member schools, more than 200,000 students, and over 7,500 education professionals, the institutions that educate the majority of Filipino officers serving aboard the world's merchant fleet. Now in his third term, he is the longest-serving president in the association's history.

He represents the third generation in a family of maritime educators: his grandfather Tomas Cloma founded one of Asia’s earliest maritime schools and was PAMI’s founding President, and his father Capt. Sabino Manglicmot was at the helm of the Association soon after.

He concurrently serves as President and Chief Executive Officer of Midway Colleges, Inc. in Nueva Ecija, the only maritime institution in the province.

He served on the STCW Advisory Council from 2019 to 2023 and on the Board of the National Maritime Polytechnic, the country's government maritime training and research institution, in 2019. Since 2023, he has served as a resource person to the CHED–MARINA Technical Committee. Across these roles, he has worked with regulators and industry stakeholders to strengthen the national maritime education and training system with a focus on ensuring consistent quality assurance across institutions, expanding shipboard training capacity for cadets, faculty development, and embedding digitalisation, decarbonisation, and the sector's energy transition into the maritime curriculum.

His work is grounded in a simple conviction: that the quality of a seafarer's career is set long before the first sign on, and that the Philippines' standing as the world's leading supplier of officers rests on what its schools are willing to demand of themselves.
