James Rooney founded Keyhole Capital, LLC in 1997. Keyhole Capital is exclusively focused on the development and operation of institutional-grade apartment communities designed to deliver attractive risk-adjusted returns to investors. As CEO, James oversees strategic capital allocation, property management, and construction operations. He also serves as managing member for multiple real estate investment entities. Through these companies, he has developed more than 2,000 multifamily housing units across 16 communities in Wisconsin, Colorado, and Montana.

James began his career at 16 in the oil fields of Southwest Wyoming before spending more than a decade in pipeline construction. After earning a Bachelor of Arts in Business Administration from the University of Wisconsin-Eau Claire, he launched several businesses and served as president of EnRec Solutions, L.L.C. – a Chippewa Falls-based pipeline construction company with approximately 300 employees and $100 million in annual revenue. In 1997, he acquired a local residential brokerage and began developing apartment communities in western Wisconsin. The Keyhole Capital portfolio expanded into the Rocky Mountain region in 2017.

James and his wife, Jennifer, established the Jim & Jennifer Rooney Family Foundation to support education and community-focused philanthropy in the Chippewa Valley. The foundation has provided scholarships for students with financial need and supported local schools and community organizations since 2019.
