Profile

Thomas Rosenfield has over 25 years of experience in financial services and public policy. Currently president of HillStaffer, Tom has extensive experience leading multiple federal and state advocacy initiatives. In addition, he guides the firm’s strategic direction and has been instrumental implementing a multilateral focus on financial services, healthcare, and manufacturing, successfully representing national associations and global for-profit companies.

Tom serves on the Board of ASAE Business Services Inc. (“ABSI”), the for-profit subsidiary of ASAE, where he is also a member of the Investment Committee. In addition, Tom serves on the Advisory Board of Harmony Asset Management, a member of the Investment Committee at the Milton Gottesman School, and as a mentor with the Public Affairs Council.

Tom is known for his strong advocacy, team building, and leadership skills with a history of producing consensus among diverse stakeholders. He has led multiple initiatives for stakeholders from the public and private sectors to build consensus on strategy, and has driven significant success leading highly diverse constituencies of Democrat and Republican caucuses.

Previously, Tom held executive positions on Wall Street and in the investment sector, including Chief Operating Officer at Zevulun, a Schottenstein Family Office that developed and operated retail and healthcare properties across the United States, and president of Expansion Funds America, a national RIA focused on ERISA plan and high net-worth clients. Tom began his career with Cantor Fitzgerald, working in both the firm’s New York and Los Angeles offices and ultimately directing fixed-income investment activities for public-sector clients including state treasuries, state retirement systems, and municipalities.

Tom is an active public speaker, and has served as a Guest Lecturer at the Arizona State University/W.P. Carey Graduate School of Business, the ASAE Online Conference for Small Staff Associations, the ASAE Annual Event & Exposition, IMN Institutional Investor Conferences, the Urban Land Institute, provided the Keynote for the AENC Annual Meeting, as well as moderated numerous panels on regulatory and legislative issues in financial services around the country including:

Mr. Rosenfield earned his B.A. in economics from Haverford College, including a concentration in finance the Wharton School at University of Pennsylvania, and J.D. from Tulane University School of Law. He has held NASD (now FINRA) security licenses including Series 7, 24, 63, 65, and 66.
