Profile
Csilla Bartók joined the European Union Agency for the Cooperation of Energy Regulators (ACER) in 2011, as a senior officer and Team Leader for Framework Guidelines and Network Codes for Gas, being responsible for the ACER-deliverables related to gas network code development and implementation process. She has been a Gas Markets and Energy Retail Team Leader before taking up the role of Acting Head of Infrastructure, Gas and Retail Department in 2023.
Prior to joining ACER, Csilla worked for three years at the European Commission/DG Energy where she supported regional integration projects and dealt with compliance issues related to Intergovernmental Agreements, as well as implementation issues concerning the applicable legislation. Preceding DG Energy, she spent two years at the Organisation for Economic Cooperation and Development (OECD), where she researched trade facilitation, structural adjustment and competition, and co-authored papers on these subject matters. Before that, she spent three years at the European Commission/DG Competition, where she reviewed horizontal and vertical mergers, including energy mergers, and supported a major postevaluation exercise related to merger remedies. She also worked at the Hungarian Competition Authority as competition policy officer focusing on energy market opening. Csilla holds an Executive MBA from TIAS School for Business and Society of Tilburg (Netherlands), a Master of Philosophy in Politics and a Master of Sciences in Economics from Corvinus University of Budapest (Hungary) and a Diplôme d’Etudes Approfondies in Applied Economics from Institut d’Etudes Politiques de Paris (France). She trains, on invitation, at the Florence School of Regulation.
