Oshba Mubarak is the Head of Training & Development and People Performance Management at the Abu Dhabi Housing Authority. With over 23 years of HR experience across the government and private sectors in the UAE, she is a recognized leader in talent development and people management.

Oshba began her career in 2001 as a professional banker, quickly advancing to become one of the youngest UAE female bank managers by 2006. In 2012, she transitioned to human capital management, collaborating with top strategic partners like McKinsey, Deloitte, Korn Ferry, and Towers Watson to design talent programs for high potentials.

Her expertise in HR has been instrumental in driving excellence and fostering a culture of continuous improvement. Oshba holds a Master's degree in Business Administration from Canadian University of Dubai and is CIPD certified. She has also attended executive programs at Harvard, INSEAD, and IMD, and is an active member of the Robert Swan Mission 2041, advocating for sustainability.
