Jacqueline Roche is the Head of Payment and Delivery and the Global Policy Institute within the Global Health US Policy team in Johnson & Johnson. Jacqueline’s focus areas include U.S. healthcare policy, including coverage and reimbursement policy and strategy, value-based payment models, and the impact of key laws and regulations, including the Inflation Reduction Act (IRA), the Affordable Care Act (ACA) and Medicare payment reform (MACRA) on Johnson & Johnson’s operating companies. Jacqueline provides key thought leadership on the major health reforms germane to the U.S. market and is a subject matter expert in Medicare, Medicaid, the ACA and the role of quality metrics in the major payment programs.
Jacqueline joined J&J after nearly ten years at the US Centers for Medicare & Medicaid Services (CMS), where she played a critical role in the agency’s implementation of the ACA. Jacqueline is also an Occupational Therapist with experience in the direct provision of clinical care in a variety of healthcare environments including: acute care hospitals; psychiatric ERs; skilled nursing facilities; home care; and school-based services.
Jacqueline holds a Doctorate of Public Health, in Health Leadership and Policy from Johns Hopkins University and also serves as Standing Advisory Committee Member for the Value of Life Sciences Innovation at the USC Schaeffer Center and is on the board of the Council for Affordable Health Care.
