HAE-WON MIN LIAO is Vice President, US Legal Business Partners at Gilead. She leads the team of attorneys advising on FDA promotional law, the Federal Anti-Kickback Statute (AKS) and other laws supporting the US Commercial, Government Affairs, and Public Affairs teams. Prior to joining Gilead in 2025, Hae-Won was a partner in Sidley Austin's SF office, representing pharmaceutical manufacturers, biotech companies, durable medical equipment suppliers, and hospitals. Her practice included compliance counseling related to price reporting under the Medicare and Medicaid programs, the AKS, and the Sunshine Act. Hae-Won has performed internal corporate investigations and defended companies in government investigations involving healthcare fraud and abuse allegations under the False Claims Act. A graduate of Yale College and the University of Chicago Law School, she has been listed in Chambers USA for healthcare regulatory expertise and honored by LMG Life Sciences as a Regulatory Life Sciences Star and a HBA Luminary.
