Ibrahim Köran is the Head of GovTech at Heliad, one of the leading listed Venture Capital investors in Germany. He is responsible for setting up a dedicated GovTech investment strategy. He previously headed the GovTech division at PwC and, as a venture developer and shareholder representative, supported the spin-off and further development of a joint venture and several minority investments. He has also been active in the GovTech ecosystem in Berlin and the GovTech Campus Germany since its establishment. Before focusing on venturing activities, he spent many years advising the public sector at KPMG & PwC at EU and federal level on strategic digitalization initiatives and the establishment of new organizations, e.g. in the area of digital sovereignty. Over time, Ibrahim has contributed to publications on digital ethics, AI and DLT technology in public administration and was an active member of the "Innovative State" working group of Initiative D21. For his contribution to the GovTech ecosystem, he was selected as one of the 15 "Global GovTech Groundbreakers" in 2023.
