John originally hails from Phoenix AZ. After graduating from the University of Arizona with a Bachelor of Science degree in Psychology, John earned his law degree from the University of Montana and went on to earn a Masters degree in Tax Law from the University of Washington.
John began his career with the federal government at the United States Tax Court (USTC), where he served as an Attorney Advisor to the Honorable Harry A. Haines from 2005 through 2007. In 2008, John joined the private sector as an attorney in Ernst & Young’s Mergers and Acquisitions group in San Jose, CA. Later that year, he rejoined the federal government as an Attorney for the IRS Office of Chief Counsel and served as a Special Assistant United States Attorney; in this position, John litigated cases before the USTC involving domestic and international tax issues. In Fall 2011, John relocated to Washington DC, joining the Advanced Pricing Mutual Agreement (APMA) program as a Team Leader. In 2015, he acted in various roles including Frontline Manager for the Transfer Pricing Practice and Senior Manager for the Transfer Pricing Practice. In March 2016, John returned to APMA as the Assistant Director. In 2021, he served as the acting Director of Field Operations of the Eastern Compliance Practice Area. Since September 2022 John has served as APMA Director (acting).
