Kęstutis Starkus is a regulatory affairs lawyer with a focus on energy, environment and the industrial transition. He took his current position at a fuel supplier and oil refinery ORLEN Lietuva in 2013 and has seen the past decade of regulatory dynamics both in theory and in practice. Kęstutis will share his thoughts on what effects certain policy and regulatory choices have on the process of decarbonization.
