Milagros Avedillo is an experienced economist with expertise in public policy, the environment, and energy. She is Director of Oil and Gas at Spain’s National Markets and Competition Commission (CNMC).

She has extensive experience in the energy sector, having held roles at the regulator and the Ministry of Economy, working on regulated network-access tariffs for gas and electricity, competition matters, oil supply security, and climate change policy. She specialises in the regulatory remuneration of energy infrastructure and the liberalisation of the electricity, gas, and oil industries.

She also worked for several years in private consulting. As a Consulting Director, she led and coordinated projects on antitrust issues, mergers and acquisitions, securities litigation support, risk management, valuation, and assessments of public-engagement strategies.
