Sharon O. Small is Director, Counsel Market Access -Govt. Pricing & Policy at Novartis Pharmaceuticals Corporation where she serves as a key member of the Legal team, providing critical support for the Market Access, US Drug Pricing and Govt. Policy teams at Novartis. Sharon delivers practical legal advice to C-Suite Executives and other clients to help them achieve business goals while complying with complex government price reporting requirements applicable to drug and biologic products, such as those under the Medicaid Drug Rebate Program, the Health Resources and Services Administration (HRSA) 340B Drug Pricing Program and the Inflation Reduction Act (IRA). She draws on her significant experience in the Life Sciences industry when reviewing the government pricing impact on commercial strategies – from GPO and specialty pharmacy proposals to product launch strategies and patient support programs. She regularly speaks on Compliance and Market Access topics in the Life Sciences industry and mentors Law Students and young lawyers. Sharon has served on several committees at professional organizations, including the American Health Lawyers Association and the Garden State Bar Association. Sharon earned her J.D. from the University of Pennsylvania Law School and her Bachelor of Science Degree, magna cum laude, from Fairleigh Dickinson University, New Jersey. Sharon works to promote diversity in the legal profession and was recently appointed to the board of the New Jersey Women Lawyers Association as a Diversity Committee Co-Director. Committed to pro bono and community service, she serves as a member of the board of Legal Services of Northwest Jersey and volunteers her time in their Tenancy and Autonomy Clinics. She has two wonderful adult children and enjoys reading, sports and travel.
