David Fisher is President of TDI Solutions, where he leads the firm’s strategy to help multinational companies navigate reputational, regulatory, and transaction risk. He has deep experience in third-party risk management, advising clients on compliance and operational exposure when engaging business partners across complex international jurisdictions.

Prior to TDI, Mr. Fisher served as Vice President and General Manager of the Cybersecurity business unit at Battelle, where he built and scaled a leading provider of advanced cyber threat solutions. He developed a mission-focused approach integrating cyber intelligence, advanced R&D, and national security applications.Earlier in his career, he was a Director at Syntex Management Systems, where he led technology platform development and go-to-market strategy for enterprise clients. He also held a Senior Manager role at Enron Corporation, overseeing enterprise technology initiatives supporting financial derivatives and commodities trading.

Mr. Fisher spent more than a decade with the CIA as a Senior Technical Operations Officer, designing and deploying secure, covert technology solutions globally.He holds a bachelor’s computer science from Ohio University and a master’s in information systems from the University of Maryland, Baltimore County.

He is a founding member of the National Defense Industrial Association’s Cyber Division, where he has chaired the Workforce Development & STEM Committee and served on the Cybersecurity Advisory Board at UMBC.
